Pastor Dwayne M. Fraser, an anointed preacher and teacher, exemplifies the character of one who has totally surrendered to the plan and divine purpose of God.  A native of St. Thomas, Virgin Islands, this man of God is committed to ministering the Word with power and in demonstration of the Holy Ghost.   Known for his patience and humility, he holds forth the Word with integrity and functions as a powerful intercessor.

Pastor Dwayne is the President of Rain Outreach Ministry, which was established in February 2002 to bring life and restoration to this generation and leave a legacy of hope for generations to come.  His obedience to the call of God has allowed his ministry to impact countless lives.  Born into a family of teachers, it is no wonder that Pastor Dwayne has a strong love for teaching the Word of God.  He reveals his sincere heart when he states, “I love to teach.  Many times people may know the Word, but don’t see how it applies to their lives.  I believe when you receive this Word and get the understanding you can begin to walk in true liberty.”

Pastor Dwayne is the author of “Focus on Jesus: Deliverance from the Storm”, an inspirational book which strengthens your faith in God even during the storms of life.  His passion is to restore hope so that people all over the world would come to realize that they have been designed with a divine destiny and they don’t have to live beneath their privileges. He is committed to developing leaders who will maintain a standard of excellence in ministry.  In addition to Pastor Dwayne’s many responsibilities, he manages the gospel music ministry of his wife, Psalmist Keri Fraser.

He holds a Bachelor of Science degree in Electronics Engineering Technology.  In the professional arena, he is recognized as an excellent computer engineer and graphic artist and has received numerous awards.  He also holds a Masters Degree in Christian Education and a Doctorate in Ministry.

Pastor Dwayne is a loving husband.  He shares his life and ministry with his wife, Keri and is the proud father of three wonderful children – KiJhauna, Daniel and Rachel.

Co-Pastor Keri Fraser is a multi-gifted pastor, evangelist and psalmist who willingly shares her ministry gifts with the body of Christ.  She is an anointed preacher with a powerful message of deliverance and has ministered to audiences of many different races and nationalities.  A native of St. Thomas, Virgin Islands, she has been touching lives from a very young age.   Her passion is empowering believers to walk in their destiny and teaching worshipers how to experience a true manifestation of God’s presence.

Pastor Keri is an ordained Psalmist whose rich alto voice does nothing short of ushering you into the presence of God.  She shares her passion for praise and worship on her debut CD for New Muzic, Inc., “I Adore You” which was released on February 26, 2008. An accomplished songwriter, Keri has contributed six original songs to this project. These songs mend the heart and revive the soul. Produced by Jeff Rogers of Atlanta, GA and Gerry Peters of Nashville, TN, “I Adore You” is a refreshing worship experience which encourages true intimacy and the pursuit of God’s glory. As a praise and worship leader for many years, her heart is revealed when she states, “I get so excited when I see people coming to that place in worship where they realize it’s not about them, but it’s all about Jesus.  When we forget about ourselves and give Him the glory due to His name, Miracles Happen.”

She holds a Bachelor of Science degree in Accounting and has received numerous professional awards for her excellence in Management.  She also  holds a Masters Degree in Christian Education and a Doctorate in Ministry.
